Coal and CBM are regulated by two different laws.
- CBM is regulated by the Petroleum Law of Mongolia (“unconventional oil”)
- Coal is regulated by the Minerals Law of Mongolia
Programs, policy documents and resolutions adopted by Parliament and the Government
Measures to be taken as part of the Action Plan for 2016–2020 of the Mongolian Government, approved by Parliament Resolution No. 45, dated as of September 9, 2016, which will be implemented within the framework of sustainable economic growth policy in mining and heavy industry sectors:
- Create a favorable investment environment for the geological and mining sectors, ensure the sustainable development of the mining sector and improve the competitiveness of Mongolia on the international market of mineral resources. Intensify prospecting, exploration and production of oil and unconventional oil and increase reserves.
As part of the framework of the State policy in relation with petroleum and unconventional oil, approved by Government Resolution No. 169 dated as of June 6, 2018:
- Intensify prospecting, exploration and production of petroleum and unconventional oil;
- Support research, analysis and production of liquid and gaseous fuel from unconventional sources of oil (coal bed methane, shale, natural bitumen, oil sand).
Measures to be taken as part of Three Pillar Development policy of Mongolia, approved by Parliament Resolution No.42, dated as of February 6, 2018:
- Intensify exploration of oil and unconventional oil and increase reserve;
- Build processing and a refinery based on oil reserves and start satisfying domestic supply.
